8+Why Was NICS Formed?
With the combination of a growing population, people living longer and a higher than average elderly population managing multiple medical conditions, GP practices need to find more efficient ways of working so that we can continue to provide high quality care to our patients despite the growth in demand.
The traditional primary care model is becoming increasingly unsustainable and it is important that we work together to protect and enhance the valuable services we provide as part of the NHS.

What Can NICS Do?
The remit of a GP Federation is generally to share responsibility for delivering high quality, patient-focussed services for its communities. This can include developing services specifically to suit local needs which are more easily commissioned 'at scale' - i.e. across a number of towns/districts.
Federations can submit bids to deliver services which are already part of primary care services, or that could be delivered in the future. GP Federations improve service integration between practices and providers which improves the quality and safety of services.
Economies Of Scale
This model, supported in NHS England's Five Year Forward View, provides opportunities for economies of scale. This includes minimising duplication of effort on areas practices currently deal with individually such as back office functions and the procurement of practice services. It will also enable the development of centralised training and education.

Dr Caroline Baker
Chief Executive Officer
I qualified from St Bartholomew's Medical School in 1994, trained as a GP in Stevenage, and worked in Hertfordshire for 10 years. I worked in Woking at Southview Medical Practice as a partner and GP from 2012. In 2025 I left Southview and have taken up a palliative care clinical role on the community team at Woking and Sam Beare Hospice. I still do GP sessions for NICS at the Acute Illness Clinic. I helped set up NICS GP Federation in 2016 and have worked as its CEO since then.

Dr Nicki Mantel-Cooper
Medical Director / Clinical and Safeguarding Lead
I qualified at St Georges Hospital Medical School and did my GP training at Ashford St Peters Hospital. I was a GP partner in Chertsey for 20 years, and keen to improve GP services, helped set up NICS in 2016. I became Medical Director in 2020 and lead the Governance team and safeguarding for NICS.

I qualified at Imperial College Medical School and completed my GP training within Northwest Surrey. Alongside my role as NICS Clinical Director I am a GP Partner at the Hythe Medical Centre and the Clinical Director for SASSE3 PCN.

Dr Mohan Kangasundaram
Caldicott Guardian Lead, Chair, Non-Executive Director
I have worked as a GP Partner at a local practice since 2000. I am actively involved in education as a GP Trainer but also have a keen interest in the education of our wider multi-professional teams. I have been involved with NICS since its formation in 2016. In addition to chairing our Board, I also liaise on a regular basis with our local hospital trust in my role as Interface Lead for our locality.

Having qualified as a Chartered Accountant in 2004 with Deloitte in London I spent time working in Sydney where I started to specialise in healthcare. Returning to London in 2007 I moved out of finance and prior to joining NICS in 2018 worked for NHS Improvement and Ashford & St Peter's Hospitals.

Board Member
I trained at Imperial College Medical School and completed GP training with Tower Hamlets VTS. Following this, I spent two years as a post-CCT fellow in Southwark, before moving to Surrey in 2017. I am currently a GP partner at Fort House Surgery in Walton on Thames.

Board Member
After a career in the City, I re-trained in 2000. I am now the Business Manager at Wey Family Practice in West Byfleet for 21 years and in that time have seen many changes to Primary Care.
